    Block in the sky and water with broad strokes of blue, varying the tones slightly.

    Establish the basic colors of the mountains and the land mass in the distance.

    Begin blocking in the colors of the rooftops and building facades, using simplified shapes.

    Add details to the buildings, such as windows and doors, using darker and lighter values of the base colors.

    Refine the shapes and edges of the buildings, paying attention to the angles and perspective.

    Add highlights and shadows to create a sense of depth and dimension.

    Make final adjustments to the colors and values to achieve a harmonious composition.
