Sketch the basic composition: horizon line, mountain silhouette, and cloud shapes.
Apply a thin wash of light blue to the sky area.

Add white impasto to the wave crests, following the curves of the waves.
Mix white with a touch of blue and apply to the base of the clouds and the wave troughs to create highlights.
