Block in the basic composition with charcoal, establishing horizon line and major shapes
Lay in the darkest values first - the deep blues and blacks of the night sky and water
Add the mid-tone blues, working wet-into-wet for smooth transitions
Paint the town silhouette and bridge structure with warm earth tones
Add the bright yellow stars and their radiating light patterns
Create the water reflections with vertical brushstrokes
Add the foreground figures and final details
Refine the swirling brushwork patterns throughout to unify the composition
